Non-voter

A non-voter is distinguished in official voting data from an MP voting for, against or abstaining. The category may reflect a specific institutional situation or the way the Assembly records participation in that vote. It should not be automatically interpreted as a political position on the substance of the proposal.

The presiding officer may appear in the official analysis as a non-voter.

A non-voter is not the same as an abstaining voter, whose abstention is an expressed position.
