General debate
The opening plenary debate on the overall aims and political direction of a bill before detailed clause consideration.
General debate allows the Government, rapporteurs and political-group speakers to present their overall views on a text. Speaking time is organised by the Conference of Presidents. The debate does not itself adopt the bill's provisions, which are decided during detailed consideration and subsequent votes.
Group speakers explain their overall support or opposition before examination of Clause 1 begins.
General debate is not the final vote or an explanation of vote.
