First reading
The first complete consideration of a bill by each chamber, normally including committee and plenary stages.
First reading begins after a text is tabled or transmitted to a chamber. It usually includes committee examination followed by public-sitting debate and votes, with broad scope for amendment. The version adopted is sent to the other chamber and is not yet the final law.
The Assembly examines a government bill in committee and plenary before sending it to the Senate.
First reading includes committee work and is not necessarily the first public debate on the text.
