The introductory part of a bill explaining its objectives and the reasons for the proposed measures.
The exposé des motifs accompanies a government or private member's bill when it is tabled. It describes the problem addressed, the policy aims and the rationale for the proposed approach. It may assist interpretation but does not itself contain the operative legal rules submitted to the vote.
The memorandum explains why the bill proposes a new oversight mechanism.
