Article 49.3

Article 49, paragraph 3 of the French Constitution allows the Prime Minister, after deliberation by the Council of Ministers, to make the Government's responsibility contingent on the passage of a bill. The text is considered adopted unless a motion of no confidence is tabled within the constitutional time limit and approved by an absolute majority of all members of the National Assembly. Its use is subject to constitutional limits depending on the type of bill and parliamentary session.

The Prime Minister invokes Article 49.3 on a finance bill; the bill passes unless MPs adopt a motion of no confidence.
